NCS Board Confirms New DCG, 5 ACGs; Reviews Record ₦4.3trn Half-Year Revenue

The Nigeria Customs Service Board (NCSB) has approved the appointment of one Deputy Comptroller-General (DCG) and five Assistant Comptroller-Generals (ACGs).

The approval was given at the board’s 65th Regular Meeting, chaired by the Minister of Finance and Coordinating Minister of the Economy, Prof. Taiwo Oyedele.

This is contained in a statement issued by the NCS spokesperson, Abdullahi Maiwada, on Sunday in Abuja.

Maiwada said the appointment followed the statutory retirement of some members of the service and complied with the Federal Character Policy.

The newly appointed DCG is Constantine Dim, representing the South-East, while the five ACGs comprise officers from three geopolitical zones.

They are Pascal Chibuoke and Ethelbert Nnaji, both from the South-East; Sani Yahaya from the North-Central.

Others are Franklin Onyeka and Chibuzor Eyakwaire, both representing the South-South.

Maiwada said the appointments were made in accordance with Section 14(4) of the Nigeria Customs Service Act, 2023.

He said Comptroller-General of Customs, Bashir Adeniyi, congratulated the appointees and assured them of the service’s full support.

He said the board also reaffirmed its commitment to accountability, institutional strengthening and sustained revenue mobilisation.

The board approved upgrading the NCS Medical Corps to a sub-department headed by an ACG, assisted by nine Comptrollers.

Maiwada said successful candidates from the 2024/2025 ongoing recruitment exercise had been invited for documentation, physical and medical screening.

He said the screening exercise was scheduled to begin on Monday.

On disciplinary matters, Maiwada said the board considered several appeals and reached decisions on affected officers.

He said the outcomes included dismissal, exoneration, warning, compulsory retirement and reinstatement.

The board also reviewed the service’s 2026 revenue performance against an annual target of N11.074 trillion.

Maiwada said collections reached N4.30 trillion by the end of June, representing 36.4 per cent of the annual target.

He attributed the performance partly to intensified efforts, including the full deployment of the Unified Customs Management System, B’Odogwu.

Other measures included expanded post-clearance and real-time audits, alongside the Authorised Economic Operator and advance ruling programmes.

The service also deployed geospatial technology, conducted joint border patrols and deepened engagement with the trading community.

According to Maiwada, the board approved the Nigeria Customs Service De-Minimis Regulation, 2025, based on recommendations from its Technical and Operations Committee.

He said the regulation was approved to align the service’s operations with provisions of the Nigeria Customs Service Act, 2023.

The board also received updates on ICT and digital transformation initiatives across trade systems, human resources automation and NII infrastructure.

Maiwada said digital applications had also recorded substantial progress as part of the service’s broader modernisation programme.

He added that the board received an invitation from the Federal Ministry of Finance to submit memoranda on proposed amendments to the NCS Act.

He said the proposed amendments could be considered for inclusion in the 2027 Finance Bill.
